Support BioPython 1.79 and later by explicitly disallowing previous versions that did not work. Fixes #763

Description of proposed changes
Support BioPython 1.79 and later by explicitly disallowing previous versions that did not work.
A separate PR will need to update the Bioconda recipe for augur to match this change to the PyPI package.
