The CLI update

New release that supports a Command Line arguement mode. I am using this to launch from Royal-TS.
Mac version isn't quite working right now. Suggest that you launch it from an installed copy of Python 3.9

Windows: Both 7Z and .EXE (aka, 7ZIP self extracting archive) provided. Just run udrac.exe in the extracted folder
OSX: .app format application, Self contained
