Streamline releasing #402

Make releasing easy:

Sanity-checks
- checkout is clean
- branch is master
- branch is in sync with origin
build packages
bump versions
Auto-generate a changelog
Create release tag and commit to master
submit to pypi
Make a github release and upload packages
Configure Docker to create builds based on tag
