Backport worker.performance.eventLoopUtilization() #37134

Right now worker.performance.eventLoopUtilization() (in worker_threads) is only on v15.x. I request it also be backported to v14.x and v12.x like it was for perf_hooks.performance.eventLoopUtilization().

The PR was labelled semver-minor, it should be part of the next v14 semver-minor release. v12 being in maintenance mode, I'm afraid this ship has sailed.

It's not impossible to backport semver-minor commits to branches in maintenance. It just doesn't happen automatically: https://github.com/nodejs/release#release-phases

The backports happened and went out in 14.17.0 and 12.22.0.
