If there are several servers, send the connection to other server when the worker can not accept it, instead of closing it.
If only on server, the worker will accept the connection later, instead of closing it.

make -j4 test (UNIX), or vcbuild test (Windows) passes
tests and/or benchmarks are included
documentation is changed or added
commit message follows commit guidelines

What happens on win32? Unfortunately it's still a platform we support.

I think we would need an additional check for win32 also in child.js.
