Rake has deprecated and removed `last_comment`. This PR updates the RSpec version to one that no longer depends on this
- Update the matrix of ruby versions to include modern rubies - Opt in to new travis env - Add modern rubies - Explicitly set rbx version to `rbx-2` - Allow RBX failures
