…ly fixed it. It's a bit ugly, because I couldn't get the ordering to work with Puppet, even using the evil stages. Instead, I just moved the dnsmasq setup to its own puppet invocation, at the very end of everything. Done, fixed, gone. Yes, a tad ugly.
