This is not a regression since it is a new feature.

It bothers me. A fix would be nice

Repro Steps & Context

Repro Steps:      

1.Create a C# Console App (.NET Core 8.0) project in VS and open the PM UI or PMC window.
2.Click the settings button (gear button) on PM UI or PMC window.
3. Click the “NuGet Package Manager->Configuration Files” in the opened “Options” window.
4. Click the help button(?) at the top right of the “Configuration Files” node.

Expected:    

There should be a help file about “Configuration Files” node.

Actual:       

No F1 help doc was found about “Configuration Files” node as below:

Notes:   

1.The repro rate is 100%. 
2.It reproes on 34223.131.d17.8.

Verbose Logs
