Fixes #829
This refactors a change made in #783. The idea was to have the MasterTestRunner request an
IExtensionServiceinterface rather than a concreteExtensionService, which would have meant it could be better tested with a mock, rather than needing the full type.This required a change to the
IExtensionServiceinterface, which we've since discovered causes other issues - summary in #826. Refactoring to undo that change.
