GH Infra Updates: PR Template, Discussions, Add To Project Action

This PR does 4 things:

• Removes the no longer necessary add_to_project workflow. GH Projects now have this built in
• Deletes the Question Issue Template
• Adds config.yml to use Discussions for questions
• Adds a PR Template for future PRs
