Fixes the conda build by setting
RAPIDS_CMAKE_VERSION=22.06. This was getting its default value fromRAPIDS_VERSIONwhich changes what functions are available and breaks forRAPIDS_VERSION=21.10.Also streamlines the upload process with instructions so I stop forgetting.
