This is needed as the map file within the repository will updated very infrequently. This will allow someone to take a specific version, apply the changes, and essentially end up with a parity version.

Issue #28: Add map file changes documentation

This file will be updated anytime a change is made to the current working map
file.  Specifically this will relate mostly to Object Editor data, but other
changes may also apply.
