UI: Add Help menu action to show What's New dialog #8470

Description

Adds a new item to the "Help" menu to allow users to show the "What's New" window again.

Motivation and Context

Suggested by @notr1ch in response to https://twitter.com/adipoke2112/status/1635684064278528001

How Has This Been Tested?

Clicked what's new, was informed there were some things.

Types of changes

  • New feature (non-breaking change which adds functionality)

Checklist:

Updated the wording to just "What's New" and moved it to immediately above "About".
