As far as I can see from a first quick view, and as far as the underlying logic has not been changed recently, a backup-restore via the odoo's web-based database manager wouldn't work, as those two functionalities rely on a local pg_dump and pg_restore command, which obviously are only available if postgres is not installed...

Normal SQL operations (like CREATE, DUPLICATE etc) would work normally.

Actually it should work, postgresql-client is installed and bundles pg_dump and pr_restore. There may be an issue with the code looking for them in the path.

I have a problem after using pg_restore to restore the dump file ( backup using pg_dump command), when I access the address (like: http://IPAddress:8070/web?db=db_name) I got an error: ERR_TOO_MANY_REDIRECTS, anyone can help me to solve this problem?

Thanks in advance.

I find my issues is caused by a third-part module
