If I interpret the "domain_data" attribute correct, it says if a license can be applied to data (vs. content vs. software) or not.
The current state of https://github.com/okfn/licenses/blob/master/licenses/cc-by.json shows domain_data: false. While this might be correct for versions up to 3, the new version 4 of CC-BY (and other CC licenses as well) should be applicable to data.
This raises the question whether there should be different entries and thus IDs for different CC license versions in the service.

There's a separate entry on the web page http://opendefinition.org/licenses for <4.0 and 4.0 for this reason.
I don't know enough about the users of this json to understand how it ought be reflected there.

With #35 now only CC-BY-4.0 is present, and has data bit on. Previous versions should be added, but that's another issue. Thanks for reporting.
