Install AbuseFilter extension for additional antispam power

Or work out a way of doing it as we had it before, so that all wikis share the same code (and extensions) and just have different databases

...Or just get rid of the open data day wiki #41

Since I wrote that the spam has actually started coming in at an increasing rate. As usual I seem to be the only person who has noticed:

This one should've been closed in 2014 some time. AbuseFilter extension is now installed on wiki.opendataday.org
