We need this PR to be merged and released to CRAN in order to release the StanHeaders that has been years in the making but is still years behind the current Stan development branch. Please do so this week. |

CRAN accepted StanHeaders 2.26.x today which prevents beanz from compiling on CRAN. All you have to do is merge this PR and upload to CRAN. |

This PR updates your package to fully delegate the installation/compilation of stan models to rstantools. I've also added a github actions R CMD CHECK workflow to make sure that changes are compatible across all platforms
