[WIP] Integrate Cadence v0.42 with Atree Inlining & Deduplication to flow-go

Do not merge to main branch because this is for feature branch to be used for migration and benchmarks.

This enables Atree Inlining & Deduplication with Cadence 0.42 in flow-go (e.g. atree migration program, etc.).

• Epic Optimize atree to reduce Flow's mtrie size and reduce number of reads atree#292
• Cadence 0.42 Integration Integrate with atree inlining and data deduplication cadence#2882

• Resumed work on this on Feb 1 after helping with related work on Atree register inlining for v1.0 cadence#3048
