Link to test descriptions in measurement pages

To enable users to learn more about the test (how it works, and its limitations) that each measurement is based on, it would be great if the test names in individual measurement pages linked to their respective test descriptions (available each here: https://ooni.io/nettest/).

For example, it would be great if "Web Connectivity Test" (illustrated in the measurement page below) linked to this: https://ooni.io/nettest/web-connectivity/

This looks like low hanging fruit. I will see if I can put together a mock of how to style it and we can do something about this possibly.
