[New Designs] Implement add link flow (#642)

Fixes ooni/probe#2595

## Proposed Changes

- Add `intent-filter` to `MainActivity` so v2 events are handled by it.
- Load `descriptor` from the backend and send to `AddDescriptorActivity`
to be displayed.
- Ensure `AddDescriptorActivity` doesn't lose state on configuration
change.
