[Feature Request] Notification preference #2731

Currently the preference is binary, on or off.

Users may like to have more options, like

Content type (critical news, report launch, events, measurement request etc) [critical news will always be selected]
Frequency (open to all, once a day, once a week, once a month) [default: once a day?]
Region (only in my country, only in my region, all) [default: only in my region]

For example, users who like to offer help on running regional coordinated tests can opt for regional notification.

We will likely undertake a review of our notification system and strategy at some point after the multi-platform project is done
