Describe the enhancement
Here is the previous requirement for running multiple OCM instances in a single cluster - #99

Actually, we have done beyond this requirement. What we have done:

  1. start the controlplane in a standalone mode
  2. combine the registration and work agent together
  3. shrink the footprint for controlplane and agent
  4. integrate the policy into the controlplane

so propose to rename the multicluster-controlplane to miniocm.
miniocm is lightweight OCM. Easy to install. Small footprint.
