According IEEE Std 1278.1a-1998, section 5.3.7.4.2, the IFF/ATC/NAVAIDS PDU layer 2 should contain a SecondaryOperationalData as one of its attribute fields, and not BeamData.
Added iff patches , made layer2 pdu a part of layer1, added class to contain secondary operational data and added unit test according and added IffAtcNavAidsLayer1Pdu to pdu factory.
