Change hybrid curve numbers to use private range as recommended in Internet-Draft #184

Fixes #168.

https://tools.ietf.org/html/draft-ietf-tls-hybrid-design-00 says the code points reserved for hybrid private use are 0x2F00..0x2FFF, so this updates to use that range.

Also changes a few recently added non-hybrid curve numbers to be sequential.
