Changes the default enablement settings for some Sphincs+ algorithms to activate variants favoured by NIST.

  • documentation is added or updated
  • [na] tests are added or updated

Enables profiling of NIST-standardized sig algs as per open-quantum-safe/profiling#86

Thanks for the quick approval @dstebila. @christianpaquin: Is the set of algs enabled OK for what you had in mind when opening open-quantum-safe/profiling#83? Is there a list of algs to be compared in the NCCoE project?

We'll be first focusing on the KEM-only hybrid, and the CNSA profile (Kyber/Dilithium), so this PR is ok.
