Be more strict when parsing charges in SMILES #2132

Previously the following were parsed (copied and pasted from the tests) - now they are rejected as invalid:

                "[CH2++2]",
                "[C+-+-]",
                "[C+2+]"
                "[CH2--2]",
                "[C-+-+]",
                "[C-2-]"
