Added Dockerfile and Docker Build Image workflow (#33)

* create dockerfile to build geospatial image

and set fixed version of geospatial package in conda environment file

* Create docker-image.yml

* fix typo in conda env file

* change conda env name to match conda env file

* back to base env name

avoid create env before install

* login to github registry, build and push image

* bring back Action for checking out a repo
so Dockerfile is available for building image

* Remove version pin
