singpass seems to have changed their title text, causing validation to fail, and allowing all esrvcIds to pass

Hotfix Release v5.7.1
This hotfix fixes the bug where invalid esrvcId is incorrectly passing validation due to the hacky method of scraping the Singpass login page title failing due to a case change.
This hotfix updates the validation by checking for
