When we click on those, the behaviour is to open the dropdown menu, not to go to another page. We can't have both (unless with hover)

Isn’t there a little down triangle that we can use to open and keep the text clickable? No worries if not, we just need to figure out good navigation for the top-level L1-L4 pages.
