Not able to build oc cli container, permission denied on 4.2:base

I have a pull secret for registry.svc.ci.openshift.org, but I get an authorization error on 4.2:base when trying to build the CLI container.

registry.svc.ci.openshift.org/ocp/builder:golang-1.12 is accessible, and oc gets built, but then fails on

oc/images/cli/Dockerfile.rhel
