Add styling to make the /help page more approachable #728

The /help page is a bit uninspiring - it hasn't had the imagery and styling that the signup page has recently received.

I hope that you'll find this pull request makes the page more approachable, more welcoming for those who need help. I think it also gives a bit more visual structure.

Personally I think that design might be a bit bold - the general idea is fine but I'm not sure trying to make each tile quite so distinctive works, or is scalable.

What do other people think?

Scalable in terms of adding items, or something else? Additional items are easy to add - they just tile and wrap - and they can be styled easily. We don't really want the help page to scale to a massive number of items anyway since that would be baffling for a newcomer seeking help. But maybe I misunderstand you?

Sorry by scalable I meant that if we have such large colour differentiation we'll run out of colours ;-)

Oh! :) I see. I didn't explicitly make a plan for future colours to use, but the current suggestion is basically a triadic colour scheme with that blue-red-yellow, which implies that future items could reuse the blue, red or yellow - plus maybe a dark forbidding techno-grey for the irc link ;)

I had big colored boxes in an initial design of this page, but we eventually opted for something more stripped-down. I don't remember the reason exactly but it may have been concern about running out of colors, or the fact that OSM.org doesn't have a lot of consistent colors and it would add more inconsistency. I do think this page could be a lot more inviting than it is now though.

I like this idea, as I've discussed on #2321. But unfortunately this PR has gone stale over the last few years, both in terms of merge conflicts, and also because the list of links on the page has grown considerably.

I'd be very happy to see an updated PR along these lines, perhaps with cards without the images as a first step, and happy to see more discussion on #2321 too.
