Do not you think it's a good idea to begin to translate LuCI system in different languages​​?

Why are you asking that here? Luci is outside this "packages" repo and resides in http://luci.subsignal.org/

And to my knowledge there is already translation to rather many languages. Sources in: https://luci.subsignal.org/trac/browser/luci/trunk/po

Luci has a translation portal at (https://luci.subsignal.org/pootle/ - currently error 502).
Anyone can create an account and translate Luci.
