CLOCK_MONOTONIC_RAW is only a thing on Linux and macOS. I'm not
actually sure why the previous hardcoding of a constant didn't
error out, but when we removed it, it sure does now.

CLOCK_MONOTONIC_RAW is only a thing on Linux and macOS. I'm not
actually sure why the previous hardcoding of a constant didn't
error out, but when we removed it, it sure does now.
