080-aws-config-inventory: decide on ConfigTopic

currently 080-aws-config-inventory contains a ConfigTopic. if i understand correctly, this is a Topic that will be deployed to all accounts and can be used to subscribe Config Findings (or is it inventory delivery??).

either case:

• if config findings -> this should be in the security account (not all accounts) and not be part of the baseline reference.
• if inventory delivery -> i would leave it out of the reference arch.
