com.lihaoyi issue bounties, July 2024 edition

It's been a few months since the last batch of bounties, which was very successful at getting a bunch of people involved in the com.lihaoyi platform, and fixed many long-standing papercuts in the various projects. Now, I'd like to put up another set of bounties

• -i and --no-server gets ignored with no error when passed as the second option (200USD Bounty) mill#2869

• Windows CI seems to be broken on newer versions of Mill (500USD) mill#3283

• IntelliJ BSP does not mark out/ and .idea/ folders as excluded (500USD Bounty) mill#3015

• Add support for Microsoft SQL server (1000USD Bounty) scalasql#17

• Support main methods from traits in Scala 3.4 (200USD Bounty) mainargs#89

• requests.RequestTests fails trying to contact https://httpbin.org (200USD Bounty) requests-scala#132

• Scala-Native Support (500USD Bounty) requests-scala#156

• Use Java Virtual Threads (Loom) (500USD Bounty) cask#90

The last two tickets are from the previous batch of bounties have existing WIP PRs, but they have stalled, and I'd like to open the invitation for others to contribute

The terms of the bounty at the same as before: they are payable via bank transfer on a successful pull request resolving the issue, at my discretion in case of ambiguity of dispute.

None of these tickets are particularly difficult, and I could always do them myself, but I'd like to encourage others to contribute and get involved in the com.lihaoyi ecosystem.
