Account flagged - unable to complete SMS verification (+86 not supported)

My GitHub account (registered with this email address, justinxp@163.com) has been flagged and I cannot sign in. The login and support flows require SMS verification, but China (+86) is not supported in the country code list, so I cannot complete the verification.

I have already completed email verification through the "Unable to sign in" form on help.github.com, but was still redirected to the SMS verification page.

This is a legitimate personal account used for software development. I have not violated the GitHub Terms of Service. Could you please unflag my account or verify my identity through an alternative method? I can provide proof of ownership if needed (recent commit activity, SSH key fingerprints, etc.).
