Downloads access for sponsors

I need a download site where users with who sponsor a certain amount to me directly or my organization can access downloads. The downloads site can be self-hosted or hosted on github, but need to authorize to github to check the sponsorship about to access the files. Is this possible with the GitHub API, and does any code exist already for such a thing?
