Serve static PDF files on authenticated sites (JWT + groups)

Our docs run behind JWT authentication. PDF files stored in the docs repo aren’t served on authenticated sites, even for signed-in users.

Request: Serve static files (at least PDFs, .zips would be nice) from the repo on authenticated sites, protected by the same JWT auth and group permissions as regular pages.

Why: External hosting means building a second auth layer that mirrors our JWT and group setup, and it separates the files from our docs-as-code workflow.
