fix issue: ensure stale postmaster.pid (eg from machine restart) does not prevent Postgres starting.
Add more logging of decision during startup.
Fix mac runner to macos-12 for x86, and fix target platform env var for mac (somehow not needed before)
Add tests for this postmaster issue.
