I tried jquery-ui version, but their tooltip plugin is much worse

I just noticed we can drop opentip.css and opentip selectors in openqa.css

and actually we can drop the whole thing if we go bootstrap - it comes with its own tooltip class

I switched to bootstrap tooltips
