[#IOCOM-384] Use new template mail

List of Changes

• Remove feature flag;
• Add remove-md dependency;
• Strip and cut the body of the email to 134 chars;
• Remove older template;

Motivation and Context

We want to use the new template email and remove the old one for all services and not only for PN.
Also we want to strip the markdown of the body and truncate it in order to use only the first 134 characters.
We use remove-markdown to perform the striping.
