From #18082:

PROPOSAL: Create a ticket (or update an existing one) for making digest manipulation actions (e.g. alter prefix, rename, etc) easier within BUILD files

Currently, relocated_files is the closest match, but this expects a uniform pattern of renaming/moving of files, which does not suit all use cases.

I'd suggest tying the fate of this one to #15102, so that they end up with similar shapes at least.

@stuhood Agreed. This definitely looks like the user-facing version of #15102.
