[FEATURE] As a user I would like to see the GPSd ( http://wiki.paparazziuav.org/wiki/GPSd_position ) dot move if I move my GCS. Right now one needs to stop/start the gpsd2ivy then it hops to new location.

sounds like a bug and not a feature request to me...
What libgps-dev version do you have?

On precise we still have libgps-dev 3.4, maybe has something to do with commit 18dbffb which updated it for gps-dev 3.5?

Seems to work as expected here (providing your gps is providing proper data and time).
I cleaned it up a bit in the gpsd branch and added a verbose mode that should help to track your issue down... just start it with -v

- fix nan checks and warnings
- default to broadcast instead of multicast on linux
- make ivy_bus, gpsd server and port configurable via commandline
- added verbose mode which should help to track down issue #658

Pushed gpsd improvements to master...
Confirmed that it works on several machines, if you are still having problems please run it in verbose mode and report back... (I would guess that the gps is maybe not providing a proper timestamp and hence the messages is not sent?)

um...ok... didn't really change anything regarding the publishing of the message, that is the same as before (which also already worked for me).
But as long as it works...
