Make changes to biblScope in HGV files to make them validate #9

Using

Note that this change makes HGV files invalid against EpiDoc 8.13, but valid against EpiDoc 8.16.

I assume we want to make all HGV EpiDoc files eventually validate against EpiDoc 8.21 which is currently the latest.

See sosol/lib/jruby_xml.rb

There is no online image, so I added a link to the article and specified in the general notes what page the image appears on.
Torallas-Tovar and Worp are uncertain about the reading of κατεναντιος as κατεναντίον on line 1. So I added a cert="low" attribute to the reg tag. Nothing shows up on the preview however, so I'm not sure this is correct. (Ethan Della Rocca)
