Make changes to biblScope in HGV files to make them validate

Note that this change makes HGV files invalid against EpiDoc 8.13, but valid against EpiDoc 8.16.

I assume we want to make all HGV EpiDoc files eventually validate against EpiDoc 8.21 which is currently the latest.
