Fairy Dust Ore

I've been having an issue where the fairy dust ore isn't spawning. i've tried creating another world and adjusting the config file but it doesn't seem to work. any ideas?

I've tested with Biomes 'O Plenty as that is all I suspected could be a problem and it works for me. How have you confirmed the ores don't generate?

I'm having a similar issue and I tested with having only the wings mod and extra utilities. I set up a quantum quarry and whitelist filtered only fairy dust ore. And it mined nothing, then I swapped extra utilities with mekanism and whitelisted it again and it started pulling cobblestone and nothing else.
