[f-21] Improve notifications with animations

What does this PR accomplish?

• Brings user's focus to (often overlooked) notification with the use of simple animations from Animate.css library

Where should the reviewer start?

• you can preview content agnostic animations HERE or
• you can preview specific animations on localhost

How should this be manually tested?

1. build .vue files with webpack
2. go to any page on localhost
3. open console in your browser
4. run
   • $dispatcher.$emit('notification:success', 'Success!');
   • $dispatcher.$emit('notification:info', 'Info!');
   • $dispatcher.$emit('notification:error', 'Danger!');
5. bring your focus to the bottom left corner and preview animation effects

Additional info?

• In the future, maybe we can add more complex (chained) animations and
• depending on the chosen animation, some exit animation effect could be added as well

However, this all seemed as an overkill at this stage. Should the need rise to add similar features, a new issue will be open.
