Both SI-UBL-INV.sch and SI-UBL-PO.sch are missing the namespace declaration for XSD. Just add
<ns prefix="xs" uri="http://www.w3.org/2001/XMLSchema"/> into both.
They are required for calls like xs:decimal(...) and are added in upcoming OpenPEPPOL 3.4.0 artefacts as well.
