Revert PARROT_REVISION to released version; I was a little too eager with the previous bump.

We can bump PARROT_REVISION later (e.g., after the R* release).
Using the older PARROT_REVISION means that non-ICU users won't
get the Parrot improvements, but we'll still be able to make
releases based on latest Parrot.
