2.104.0

This release adds support for Pip 26.2.2. Note that the Pip 26.2.2 release is in response to the
security incident announced here:
https://discuss.python.org/t/information-for-python-users-regarding-emudhra-emsign-ca-certificate-security-incident/109576

In line with this, vendored Pip's vendored certifi's cacert.pem is also updated to that from
certifi 2026.10.19.
