Updated php(php-fpm) to 8.0.23(built from source) on my server and got problem with timezones, they stopped working(seems php doesn't take into account timezone in php.ini, so site shows wrong time). Rolled back to 8.0.22 and everything works again. Anyone got same issue? This seems the only change in 8.0.23 that could affected timezones.

Update:
Reverted this commit and built 8.0.23 and timezone settings works again.
